■Background of the invitation
The candidate venue of Inter-Noise is divided into three regions, North and South America, Europe and Africa, and Asia and Oceania, and the next host site in each area is determined each year after a screening process. In 2019, four years before the event was to be held, Chiba Conevention Bureau, together with the Japan National Tourism Organization (JNTO) and other stakeholders in Chiba Prefecture, began working to invite the convention to Chiba, and the following year, 2020, Chiba was officially chosen as the host city.
■All-Chiba Efforts
Chiba Prefectural Governor Toshihito Kumagai attended the opening ceremony held at Makuhari Messe and welcomed the convention participants with a warm welcome message.
Under the theme of “Summer in Chiba, Summer Festival,” all experience programs were designed to provide participants with an extraordinary cross-cultural experience with all five senses. Together with the organizer, Inter Group Corporation, the operating company, and the related parties of Makuhari Messe, the venue, and Chiba, we appealed to the convention participants about the attractiveness of the venue as a venue for the convention.
Coupons were provided to convention participants for use at shopping facilities near the venue, duty-free stores were introduced for overseas participants, and a Chiba City sightseeing guide map was distributed, in an effort to build momentum to welcome the convention as the host city.
At the end of the convention, we were able to receive words of appreciation and praise from participants from various countries regarding the convention operations and planning.

■Leading up to Japan's hosting of the convention
Leading up to the convention, the Tokyo 2020 Olympic and Paralympic Games were postponed for a year in Japan due to the COVID-19 pandemic, which began in earnest in 2020, and the world was also in turmoil due to the pandemic. With restrictions on the movement of people around the world, the Inter-Noise 2020 Seoul was held entirely online (E-Congress), and the 2021 Washington was held in the unprecedented format of an online congress (Virtual Congress). Finally, the 2022 Glasgow Congress, the previous year's Congress for Japan, was held in a face-to-face, online, on-demand format, with an awareness of With Corona, especially in Europe.

■Selected for the “Project to Improve the Competitiveness of Attracting International Conferences Toward Post-Corona” sponsored by the Japan Tourism Agency
The project was adopted to demonstrate an international convention program aimed at “increasing the economic impact of the convention by increasing the number of local participants and per capita consumption,” “creating further attractiveness of the host city through wide-area collaboration beyond the boundaries of local governments,” and “creating a legacy by promoting collaboration and participation among host city stakeholders” through the use of unique venues, excursions, technical visits, and regional participation programs associated with international conventions, which were difficult to implement due to the decrease in infectious disease control and the number of participants in the corona disaster. The convention was selected as a demonstration project for an international convention program that aims to “increase the economic impact of the conference by increasing the number of local participants and spending per participant in Japan,” “create further attractiveness of the host city through wide-area cooperation beyond the boundaries of local governments,” and “create a legacy by promoting collaboration and participation with stakeholders in the host city.
Taking advantage of the seaside location of Makuhari and Urayasu, a houseboat cruise was planned to experience the “cool of summer”.
It takes about 45 minutes by car from Makuhari Messe, the venue of the event, to the landing place in Urayasu City. When the participants arrived, they were welcomed with a performance of “Urayasu-bayashi,” an intangible cultural asset of Urayasu City, and a lion dance in cooperation with the Urayasu Tourism Convention Association and Urayasu City, an international convention and tourism city.

On board, participants enjoyed a “true” Japanese dining experience centering on local seafood and a Japanese cultural experience of enjoying the “coolness of summer,” which strengthened their bonds with each other while enjoying the night view of Greater Tokyo through the windows of the ship.
■Summer Festival “Bon Dance Party” for convention participants (Makuhari Messe)
For the banquet, we created a summer festival venue by setting up a yagura in the International Conference Hall with a Japanese style and the season in mind. This hands-on program was originally started with the organizer's passionate wish, “We want to have a Bon Odori dance at the banquet hall!" The Foundation and the organizers held numerous meetings to discuss how to implement this innovative project, which was our first attempt at a banquet.
In implementing Bon Odori, which is registered as a UNESCO Intangible Cultural Heritage, the emphasis was solely on bringing the convention to a successful conclusion. Therefore, it was necessary to take into consideration measures against heat stroke due to the intense heat in August when the conference was held, as well as typhoons and other inclement weather, so the venue for the event was chosen in advance to be indoors at Makuhari Messe. Furthermore, the layout of the venue was designed so that it would not interfere with the operation of the conference, and a summer atmosphere was created by displaying works from the calligraphy performance presented at the opening ceremony and decorated with wind chimes created during the Japanese cultural experience.
The main event was a Bon Odori dance, and to enhance the excitement inside the summer festival venue, a buffet of locally produced and consumed Chiba cuisine was served, as well as festival experiences, food stalls, and a tasting corner of local sake selected by the Chiba Prefecture Sake Brewers Association. All participants enjoyed the summer festival by dancing to the accompaniment of a powerful Japanese taiko drum, following the example of a local dance group, with “CHI-BA+KUN” fans in hand, and some participants with painted calligraphy fans in hand, which were conducted in the accompanying persons program. The executive committees were provided with “CHI-BA+KUN” happi coats, while members of the organizing committee and those who wished to participate were offered happi coat and yukata (summer kimono) experiences. The entire venue became one, and participants interacted with each other, making it the best Bon Odori party ever.
At the Chiba sake tasting corner, we used ceramic sake cups to promote the 30 or so breweries in the prefecture with an awareness of SDG's.The buffet-style menu was presented in an easy-to-understand manner for participants, and in addition to the English-language descriptions, menus using local ingredients were introduced with illustrations of Chiba Prefecture's mascot, “CHI-BA+KUN”.
■Conference participants and accompanying persons program (Makuhari Messe, Mihamaen)
〇Calligraphy: As a tool to enliven the “Summer Festival in Chiba,” we created a fan with calligraphy written with a brush and ink. The Japanese character for “wa(和)”,which was chosen as the calligraphy experience, was compared to the character for “harmony,” to introduce the Japanese society as a culture that values “wa(和)”.
〇Painting of wind chimes: Original wind chimes were created using gold leaf and paint. In addition to experiencing the fun of making them, participants were able to feel summer through the sound of the wind chimes by using the completed wind chimes as decorations at the banquet venue. The program was designed with a strong affinity to the Inter-Noise conference, which is an international conference on sound.
〇Origami Experience: An origami experience corner was permanently set up in the lounge. In addition to English instructions on how to make three different types of origami according to level, language volunteers supported the experience. Some participants tried their hand at making origami cranes, a symbol of peace. The origami experience provided a valuable opportunity for international exchange between participants and volunteers.
〇Tea Ceremony Experience: The Mihamaen Tea House (Shorai-tei), located a 3-minute walk from Makuhari Messe, was rented out for participants to appreciate the Japanese garden and tea ceremony room, and to experience an authentic Omotesenke tea ceremony. The facility has a tatami-mat tea room and Ryurei-style seating, allowing participants to experience tea ceremonies while sitting on chairs or on the floor. As with the origami experience, the tea ceremony provided an opportunity for language volunteers and participants to interact with each other.
■ Attempts that take advantage of the Sound Characteristics of the convention
〇The calligraphy performance art at the opening ceremony unveiled the art of “Hibiki(響)” on an oversized panel. It was displayed as a commemorative photo spot at the venue during the convention, and was appreciated as a uniquely Japanese presentation.
〇As a result of the convention, a sound map of the Makuhari area where the convention was held was produced and introduced on the convention's official website.
〇 In addition to the Japanese cultural experience of feeling cool with the sound of traditional Japanese wind chimes, the created wind chimes were used as decorations for the banquet hall to produce a summer festival.

■After the Convention
Each program provided an extremely good opportunity for the participants themselves to get to know Japan and Chiba through the enjoyment of experiencing an extraordinary cross-cultural experience while being exposed to Japanese culture, traditions, and history. Through the Corona Disaster, we could have the opportunity to learn anew the wonderful experience of face to face exchange between people, and the importance of teamwork and wide-area cooperation with all concerned parties in supporting the conventions.
